Marcus accepted the folder with uncertain hands and slowly opened it. Inside were signed agreements, planning documents, safety inspections, architectural sketches, and several letters from the school principal. The project had never been hidden from local authorities. Frank had been officially commissioned by the nearby elementary school from the very beginning.
